Yep. Or even when the characters start out NOT knowing all the laws, they discover them all during the course of the story. Like in Brandon Sanderson's Mistborn books. There's some confusion initially about Allomancy, but in the end the rules turn out to be very definite and easily defined. Mind you, the books are amazing and I think Brandon Sanderson's magic systems are one of the best features of his books, but still, the wonder and discovery aren't there in the same way.
